Server's back up! Thirty minute downtime it seems. XD

• For the time being, Rank 3 characters are once again locked. Rank 3 characters already in app process are fine.
• Also for the time being, the Flaw: Changeling's Eyes and the Flaw: Surreal Quality are locked.
• As of 11/13/09 Shadow Lord Ragabashes not in the concept stage (and on the wiki) or pending are locked. We currently have 1 on-screen and at least 2 in-process for a tribe of one.
